Syria – Government Defence Anti-Corruption 2015

I conducted this research for ‘Transparency International Defence and Security’. It supplied the ‘Government Defence Anti-Corruption Index 2015’ with assessment and analysis of the corruption risk in the Syrian defence and security establishments in five key risk areas: political, financial, personnel, operations and procurement.

Syria’s highest risk area is Operations, followed by Political, Financial, Procurement and Personnel. The manipulation of military power to protect regime interests, culminating in the military crackdown on protesters in 2011, contributed to the implosion of the Syrian state. Once an inclusive peace settlement is reached, corruption risk will need to be tackled to reduce state fragility and improve security provision. For the full report, please click here.
